Switch PiP and Main Track

Tap [Overlay Track/Main Track] to toggle between PiP and the main track.

Yes. PiP editing and animations run locally on your device. For stickers and [Elements], only items that were previously loaded while the device had an internet connection are available offline. An Element is considered loaded after it appears while you browse the list in the [Graphics] menu.
